Why don’t you put your effort into finding every unemployed person a job. I’m either over qualified or they went with someone else better “suited” for the position. When I apply for jobs out of my realm I believe I don’t get hired because the potential employer thinks that I would be using the position as a temporary solution until I find a job in my field.
